As low-Earth orbit becomes increasingly congested with government and commercial payloads, the U.S. military is actively looking for scalable solutions to manage end-of-life assets. The Defense Innovation Unit (DIU) and the Space Development Agency (SDA) have awarded contracts to D-Orbit, Firefly Aerospace, and Katalyst Space for a pioneering deorbit-as-a-service project. Rather than relying solely on dedicated government-owned capabilities, the Pentagon is exploring whether the disposal of aging spacecraft can be efficiently and affordably purchased directly from commercial operators.

Tackling Non-Cooperative and Unprepared Satellites

The core technical challenge of the initiative lies in safely relocating spacecraft that were never originally designed to be serviced, refueled, or docked with. Many legacy or rapid-response military satellites lack standard docking fixtures, communication beacons, or attitude control capabilities that would assist an approaching vehicle. Through this joint project, the SDA and DIU are fostering a scalable commercial capability capable of autonomously performing a rendezvous, capturing an unprepared satellite, and successfully deorbiting it without generating harmful space debris.

The selected defense contractors are initially tasked with preliminary design and risk-reduction activities. Following this phase, both agencies will rigorously evaluate their technical maturity, mission architecture, scheduling feasibility, and overall cost-effectiveness. Only the most viable solutions will advance to a full-scale on-orbit demonstration.

Diverse Technical Approaches from Industry Partners

Each of the three selected companies brings a distinct technological philosophy and varying levels of flight heritage to the table:

  • Firefly Aerospace: Firefly proposed utilizing its Elytra maneuvering spacecraft. The vehicle is designed to rendezvous with an aging client satellite, perform detailed proximity operations and inspections, and execute the final disposal maneuver. While Elytra's maiden flight is still upcoming, it leverages proven hardware and software derived from Firefly’s lunar exploration initiatives.
  • Katalyst Space: Katalyst is pursuing a direct test of capturing an unprepared satellite. Its Link robotic servicing vehicle was deployed to rendezvous with an existing orbital observatory, utilizing robotic arms to secure and adjust the target's trajectory. Despite facing early attitude-control anomalies during commissioning, the company successfully uploaded new flight software to stabilize the vehicle.
  • D-Orbit: As an established player in orbital transportation, the Italian firm brings substantial commercial flight heritage, having launched numerous ION Satellite Carrier missions. D-Orbit is currently developing GEA, an advanced spacecraft engineered for autonomous rendezvous, docking, inspection, and repositioning, with key technologies slated for demonstration through European space initiatives.

Strategic Implications for Space Defense Architecture

This latest round of contracts builds upon prior feasibility studies awarded by the SDA, including major contracts aimed at developing on-demand disposal architectures. For military space operations, maintaining a clean and sustainable orbital environment is a top national security priority. Successfully procuring commercial deorbit services will allow the Department of Defense to mitigate orbital debris risks, ensure uninterrupted low-Earth-orbit constellation management, and reduce long-term operational costs for future defense space programs.
