As low Earth orbit (LEO) becomes increasingly crowded with military and commercial constellations, the Pentagon is stepping up its efforts to tackle the growing threat of space debris. The Defense Innovation Unit (DIU) and the Space Development Agency (SDA) have officially awarded contracts to three distinct companies—De-Orbit, Firefly Aerospace, and Katalyst Space—to design advanced systems capable of capturing and safely removing expired satellites from orbit. This strategic initiative, known as De-orbit-as-a-Service (DaaS), seeks to establish a reliable and on-demand orbital logistics capability for the U.S. government.

The Strategic Need for De-Orbit-as-a-Service (DaaS)

With thousands of small, low-cost satellites being launched for communications, remote sensing, and missile tracking, the congestion in LEO has reached unprecedented levels. Because these proliferated constellations typically possess operational lifespans of only about five years, defunct satellites routinely accumulate as orbital hazards. These derelict spacecraft severely restrict maneuver space, increase collision risks, and degrade overall mission resilience for both commercial and military operators.

Furthermore, space domain awareness experts warn that unmanaged dead satellites can potentially be targeted or exploited by foreign adversaries. Capabilities designed to rendezvous with and move defunct spacecraft mirror technologies that could theoretically be repurposed for offensive counter-space operations, similar to concerns raised regarding foreign spacecraft like China's SJ-21. Developing domestic, proactive orbital removal mechanisms is therefore both an environmental necessity and a crucial national security priority for the United States.

Contract Details and Upcoming Demonstrations

The initial phase of the DIU-SDA project involves modest preliminary awards totaling $8.4 million, intended to fund initial designs through the end of the year. However, these contracts contain lucrative options for future development phases, with potential cumulative values scaling significantly higher for winning vendors. For instance, De-Orbit's contract carries a potential value of up to $24 million as the company refines its technical approach.

Following the preliminary design delivery, the DIU and SDA will jointly evaluate each vendor's technical maturity, schedule feasibility, and affordability. The most promising concepts will then be selected to proceed toward a full on-orbit demonstration, slated tentatively for 2028. This program follows a broader push by the Space Force and SDA to leverage commercial space services, including a separate $52.5 million contract awarded earlier to Starfish Space to service the Proliferated Warfighter Space Architecture.

Expanding Capabilities Through Commercial Innovation

Each selected defense contractor brings unique spacecraft architectures to the DaaS initiative, emphasizing multi-mission flexibility alongside debris mitigation. Katalyst Space is promoting its versatile NEXUS spacecraft, while Firefly Aerospace highlights its Elytra vehicle family, capable of handling satellites of drastically varying sizes and configurations. Meanwhile, De-Orbit aims to establish multi-purpose LEO logistics capable of not only de-orbiting space junk but also refueling, repairing, and repositioning operational assets.

By cultivating a diverse pool of commercial vendors, the Department of Defense aims to secure flexible, managed-service orbital logistics without bearing the massive capital costs of owning and operating specialized spacecraft directly. As space increasingly becomes a contested warfighting domain, these commercial partnerships will play an indispensable role in maintaining American freedom of action above the Earth.
