In a decisive move to counter shrinking military stockpiles and adapt to modern geopolitical threats, the U.S. Department of Defense has placed intense pressure on the defense sector. The push for accelerated weapons production has become a top national security priority following intensive combat operations involving Iran, which drained significant quantities of advanced missile interceptors and critical munitions from U.S. inventories.

The Urgent 21-Day Directive and Industry Demands

Deputy Defense Secretary Steve Feinberg issued a formal memo to defense industry leaders, setting a strict 21-day deadline for contractors to submit comprehensive proposals. These plans must outline strategies for significantly faster, more aggressive delivery schedules and expanded manufacturing capacities for critical military capabilities. Feinberg explicitly stated that years-long development and procurement cycles are entirely unacceptable under current strategic conditions, demanding that companies dramatically accelerate program schedules.

Major defense contractors—including industry giants such as Lockheed Martin, Boeing, and RTX—are required to propose specific capital investments, facility expansions, and collaborative frameworks with the Pentagon. Furthermore, the memo calls on corporations to demonstrate financial and operational commitment by putting "skin in the game." Pentagon spokesman Sean Parnell confirmed that the incoming industry responses will directly inform and shape the department’s fiscal year 2028 budget request.

Depleted Stockpiles of Patriot and THAAD Interceptors

The urgency behind the Pentagon's directive stems from alarming declines in strategic inventory. Recent data analyzed by the Center for Strategic and International Studies (CSIS) highlights the heavy toll of recent conflicts:

  • Patriot Interceptors: U.S. stocks plummeted from an estimated 2,330 units down to between 759 and 827 following recent operations.
  • THAAD Interceptors: Inventories dropped from 452 units to a range of 234 to 278.
  • Delivery Timelines: Replacing these systems remains a massive logistical hurdle, with CSIS estimating delivery timelines of roughly 42 months for Patriot PAC-3 MSE interceptors and approximately 53 months for THAAD.

Addressing Component Bottlenecks and Future Programs

Beyond finished interceptors, the Pentagon is heavily focused on expanding the manufacturing capacity for underlying components. In late July, the department established seven-year framework agreements with key suppliers. For instance, L3Harris secured agreements designed to nearly quadruple the production of key propulsion components for THAAD and nearly triple production for PAC-3 MSE systems, aiming to alleviate severe industrial bottlenecks.

The scope of Feinberg's directive extends far beyond the immediate demands of the Iran conflict. The memo targets 16 critical defense programs slated for accelerated production and increased procurement in the upcoming budget review. These priority systems include the Next Generation Interceptor (NGI), the National Advanced Surface-to-Air Missile System (NASAMS), advanced mobile air defense radar systems, and space-based missile-tracking architectures required for comprehensive layered defense.
