In a decisive move to fortify the defense industrial base and address surging global demands, the Pentagon has signed two comprehensive framework agreements with Boeing and RTX. These landmark deals are specifically designed to expand the production of critical components for the Standard Missile-3 (SM-3), which serves as the U.S. Navy's primary ship-launched interceptor weapon against incoming ballistic missile threats.

Strengthening the Supply Chain for Aegis Ballistic Missile Defense

The newly established framework agreements primarily cover vital avionics and ejector assemblies. Boeing supplies these essential components to prime contractor Raytheon—an RTX business—for both the SM-3 Block IB and the advanced Block IIA variants. Operating seamlessly with the Aegis Ballistic Missile Defense System, these interceptors are engineered to intercept and destroy hostile ballistic missiles exoatmospherically, outside the Earth's atmosphere.

Michael P. Duffey, under secretary of war for acquisition and sustainment, emphasized the strategic importance of these contracts. According to the Pentagon release, the agreements are designed to ensure that warfighters possess the necessary munitions to prevail in conflicts, while simultaneously putting the entire defense industrial base on a wartime footing to stabilize supply chains.

Long-Term Commitments and Wartime Demand

The structured frameworks will span seven years, granting Boeing the authorization to commence component manufacturing ahead of finalized contract vehicles while the involved parties negotiate a multiyear procurement deal. This extended visibility provides suppliers with the necessary financial and operational certainty to invest heavily in expanded manufacturing capacity.

Demand for the SM-3 has spiked significantly following unprecedented combat deployments. Notably, U.S. Navy destroyers utilized SM-3 interceptors in active combat during April 2024 to successfully neutralize an Iranian ballistic missile assault against Israel, followed by additional launches in subsequent operations. Analytical assessments, such as those from the Center for Strategic and International Studies, highlight that wartime expenditures have severely strained existing stockpiles, making long-term replenishment a critical national security priority.

Mirrored Strategies in Missile Defense Manufacturing

This proactive contracting approach mirrors a similar seven-year agreement that Boeing secured earlier to dramatically scale up production of PAC-3 Missile Segment Enhancement seekers. By locking in long-term commitments from key subcontractors alongside prime defense contractors, the Department of Defense aims to mitigate bottlenecks and ensure that layered air and missile defense architectures remain fully resourced to protect both U.S. forces and international allies.
