In the wake of modern operational assessments, the United States Air Force is radically modernizing how it approaches command and control (C2) and edge communications. Moving away from legacy models that relied on massive, cumbersome deployment packages, leadership has emphasized the urgent need for agility, mobility, and resilient tactical connectivity.

Shifting Away from Cumbersome Legacy Infrastructure

For the past decade, the Air Force heavily relied on large-scale communication packages requiring multiple pallets, dozens of tons of cargo, and dozens of personnel to deploy. However, recent evaluations—highlighted by insights from Operation Epic Fury—proved this heavy footprint is no longer viable in high-threat, highly dynamic combat environments. Brigadier General Jeffrey Phillips, the Air Force’s deputy chief of staff for warfighter communications and cyber systems, noted that future operations demand gear compact enough to be carried by a single individual and operated by just one or two personnel.

Addressing Vulnerabilities in the PACE Plan

Real-world tactical operations exposed a critical gap in the service's contingency planning: a lack of robust communication redundancies. Military operations typically rely on a PACE plan—Primary, Alternate, Contingency, and Emergency—to maintain contact when links are jammed or attacked. Reviews revealed that forces frequently operated solely on a primary communication pipeline while scrambling to establish alternative methods on the fly. Combat communications experts recently convened to integrate formal alternate and emergency frameworks directly into routine training exercises, ensuring forces remain connected under duress.

Leveraging Commercial SATCOM and Multi-Transport Networks

To counter sophisticated electronic warfare and cyber threats posed by near-peer adversaries like China, the Air Force is expanding beyond-line-of-sight capabilities across its entire aircraft inventory. Because traditional military satellite communications (MILSATCOM) cannot solely support surging data demands, the service is embracing a transport-agnostic approach. This strategy incorporates commercial satellite communications, 5G networks, terrestrial links, and software-defined networking to create a seamless, resilient operational architecture.

Redefining Bandwidth as a Vital Combat Commodity

Recognizing data as essential as fuel and ammunition, modern military planners are treating bandwidth with the same logistical scrutiny. The transition away from centralized fixed-base architectures toward mobile, decentralized forward operating bases requires rapid edge connectivity. By decentralizing networks and streamlining classification barriers, the Air Force is actively preparing its airmen to operate comfortably in high-stress, rapidly shifting tactical landscapes where fixed positions become obsolete within hours.
