Joseph Welch, the portfolio acquisition executive for command and control and counter-command and control, announced this upcoming initiative during the annual TechNet Augusta conference, highlighting that the guiding framework is already positioned for senior leadership review and a formal decision is anticipated shortly.

Shifting from Rigid Requirements to Flexible Guidance

Rather than articulating traditional, highly prescriptive requirements for desired military capabilities, the Army has increasingly leaned toward issuing broad "Characteristics of Need" (CoN) documents. The upcoming intelligence CoN marks the third installment in a growing series of strategic alignment documents within Welch’s portfolio. The service previously released a CoN focused on next-generation command and control in May 2024, followed by another dedicated to electromagnetic spectrum operations in February. These earlier frameworks have successfully broadened the aperture for technological solutions far beyond what traditional, rigid procurement pipelines historically allowed. Commanders frequently emphasize the pressing operational demand for accelerated terrestrial signals intelligence (SIGINT) and electronic warfare (EW) capabilities, especially given lessons learned from recent overseas operations and domestic border security missions.

Future Outlook and Expanding Portfolio Integration

Modern geopolitical threats and rapid technological advancements necessitate highly adaptable, rapidly deployable intelligence capabilities that can be seamlessly tailored to specific echelons and changing mission parameters.
