KISA CEVAP & HABERİN ÖZETİ

The US Army is developing a comprehensive guidance document outlining intelligence challenges for private industry to solve. This initiative shifts the service away from rigid requirements toward flexible, solution-oriented capabilities.

US Army Prepares New Intelligence Strategy Document to Source Industry Tech

The US Army is actively preparing a broad outline of intelligence-related challenges currently faced by soldiers in the field, ranging from advanced sensing and collection analysis to complex data exploitation. Senior service officials hope that by openly sharing these operational hurdles, private defense contractors and technology developers can create innovative intelligence tools to bridge critical capability gaps. Joseph Welch, the portfolio acquisition executive for command and control and counter-command and control, announced this upcoming initiative during the annual TechNet Augusta conference, highlighting that the guiding framework is already positioned for senior leadership review and a formal decision is anticipated shortly.

Shifting from Rigid Requirements to Flexible Guidance

Rather than articulating traditional, highly prescriptive requirements for desired military capabilities, the Army has increasingly leaned toward issuing broad "Characteristics of Need" (CoN) documents. These strategic outlines clearly define operational problems while leaving ample room for commercial technology providers and defense industry innovators to present novel solutions. According to Welch, this document will serve as an overarching guiding framework, acting as a navigational compass for future capability investments and ensuring alignment across various modernization initiatives without dictating exact engineering specifications.

Proven Success in Command and Control and Electronic Warfare

The upcoming intelligence CoN marks the third installment in a growing series of strategic alignment documents within Welch’s portfolio. The service previously released a CoN focused on next-generation command and control in May 2024, followed by another dedicated to electromagnetic spectrum operations in February. These earlier frameworks have successfully broadened the aperture for technological solutions far beyond what traditional, rigid procurement pipelines historically allowed. Commanders frequently emphasize the pressing operational demand for accelerated terrestrial signals intelligence (SIGINT) and electronic warfare (EW) capabilities, especially given lessons learned from recent overseas operations and domestic border security missions.

Future Outlook and Expanding Portfolio Integration

Modern geopolitical threats and rapid technological advancements necessitate highly adaptable, rapidly deployable intelligence capabilities that can be seamlessly tailored to specific echelons and changing mission parameters. These living documents remain fully updateable as operational conditions evolve or new battlefield insights emerge, providing critical transparency to Congress, internal stakeholders, and industry partners. Building on the proven efficacy of these strategic outlines, Welch confirmed that the Army plans to extend the CoN approach across its entire acquisition portfolio, with training and simulation systems slated as the focus for the next comprehensive guiding document.
