Announced in a recent service release, the new organizational unit is designed to aggressively expand the domestic manufacturing ecosystem, mitigate critical supply chain bottlenecks, and seamlessly integrate dual-use commercial technologies. By bridging the gap between private sector innovation and naval operations, the initiative aims to significantly enhance the overall lethality and operational readiness of the integrated Navy-Marine Corps team.

Leadership Appointment and Strategic Objectives

To spearhead this critical endeavor, Acting Secretary of the Navy Hung Cao has tapped Andrew Magliochetti to serve as the inaugural deputy assistant secretary of the Navy for the defense industrial base. Magliochetti, who previously directed the Navy’s Office of Small Business Programs, steps into the role as the principal civilian advisor to William F. Mahan, the assistant secretary of the Navy for Research, Development, and Acquisition. In this high-stakes capacity, Magliochetti is directly charged with driving the comprehensive revitalization of the maritime industrial base. His mandate includes fostering long-term supply chain resilience and accelerating the transition of cutting-edge, innovative technologies from commercial entities directly into the hands of the Fleet.

Overcoming Historical Shipbuilding Delays

The creation of this new office comes at a pivotal time when the U.S. shipbuilding sector faces intense scrutiny over delivery timelines and production capacity. For decades, the service has grappled with sluggish manufacturing outputs and systemic supply chain vulnerabilities. A stark Government Accountability Office (GAO) report released last March highlighted nearly twenty years of lackluster progress in American shipbuilding, revealing that not enough hulls are being produced, newly commissioned vessels frequently experience performance issues, and deliveries routinely face delays of up to three years behind schedule. By empowering the new industrial base office, Navy leadership hopes to inject much-needed agility and oversight into the defense acquisition lifecycle.

Ambitious Fleet Expansion Goals for the Future

Addressing these industrial bottlenecks is a mandatory prerequisite if the service is to achieve its highly ambitious fleet expansion targets. Current statutory requirements mandate a force of 355 ships, whereas the active fleet currently hovers at just over 290 battle force vessels. However, aligning with broader strategic planning and projected defense budget frameworks, the Navy is looking toward massive future growth, setting sights on scaling the fleet to 395 vessels in the near term and ultimately reaching an expansive force of 450 vessels by the close of fiscal 2031. As Magliochetti assumes command of the industrial base office, his success will directly determine whether the nation's shipyards can sustainably deliver the maritime power projection required for future high-end conflicts.
